Glad to see you've done your research. He is, however, still not a selectable character at this time. Even if someone posts an "I'm going away forever" message, it has become our policy since 'MIA' was instated to simply let them go inactive versus immediately deactivating them. This is done for good reason, due to repeated past occurences. If you check here, you'll see he's still on the Active roster.
If he does not return, he will be deactivated on the 18th, which is two Saturdays from now.

Although Uub is on the Inactive roster and an "open character," staff have repeatedly said he is not available for the taking. This is being debated, and a verdict as to whether or not he will become officially "open" doesn't look like it's going to be coming anytime soon.
Tapion and Janemba are currently MIA, and slated for deactivation on the 15th of November if neither of them roleplays.
Minoshia is up for grabs as far as I understand.

I think there is some confusion here. I believe Tapion decided to take a semi-permanent leave, whereas Mino is away on break for the time till he returns for DA:C.
Uub... I personally feel that he should just be opened. Janemba, I know nothing about him. I can't even place the current one in my head.

There are so many people on the MIA list because they haven't roleplayed. A bunch of them were lumped together in an extension (Nov. 15th) because of some recent forum problems, so that's why the list looks so huge. If none of them roleplay by the 15th, yes, they will all be deactivated. They're not on there to make it look pretty. The ones under the 18th will be deactivated on the 18th.
And no, you weren't just "some Goku Jr.," you were the first intelligent Goku Jr. we'd had in a long-ass time. So I'd consider you pretty significant. Looks like your roleplaying has gotten even better since then.

There is a slight problem with Zarbon retaining an MIA tag even though there is clear evidence of him roleplaying. Hence, he is excused until it's taken care of.
However, Trunks was removed from the MIA list and NPCed. He is on break until he returns, and has earned the right to be NPCed. He is not a selectable character.
