Can I still do a quest while the tournament is inactive?

No, you can't, until your eliminated/it's over

Wow, you edited a lot. Anyway, I suggest that if you want to do a quest so bad, while people are inactive start RPing but don't post until the tourney is over for you. But it's just a suggestion.
I am, the problem with that is that I'm already seven pages into the quest and it's not nearly finished. Meaning that I'm probably going to post like 10 times at once!
