Yes, but you won't get a reward for those, and they will have to be in a personal storyline you write yourself on a planet. The only time you get rewards for spars is against other players on the spar board.
But it's not all about rewards, some people just do it for the fun of writing, like myself

Suicide moves are not allowed. So Vortex wont work if It kills you when you use it.

Well, Im not staff or anything so I cant say for sure, but as long as your aware that someone stronger than you might be able to defend against it and It'll exaughst your character's enery due to its strength it will probably be approved.
