Everything you want to know is right there. I don't think they've been released at the moment, so you've got to wait a bit.
Yes, you have to roleplay to get them, but I'm unclear as to whether or not you can roleplay finding them. I suppose you could, but you'd better be ready to have a whole lot of roleplaying, with some quality stuff.
I say stick to the sagas, or don't worry about it period.

Heh, I don't think you understand the caliber of roleplaying they'd be expecting. Dragonballs aren't just given out to any Joe Schmo.
If you can manage to get more than two a week, my hat's off to you.

It probably takes more than one RP, probably... alot. I'm not really sure, you just need to put alot of effort. Plus, they are not out, yet, I believe. Unless I missd a memo.

The dragonball page only states one set of dragonballs but there could be, wait for staff clarrification.

There are more than one set, however, only one set is active at any given time. Currently no dragonballs are active, b/c we have plans as to when to release them again, as usual. Primarily Rad does. And they are... different... this time. Final word on that matter though.

I really, really wish I had time to get this thing rolling along. The DBs should be released in the near future. I really want them to be out and in the hands of the members.

The dragonballs, when they are released, can be found with a Dragon Radar. With one, you can roleplay searching for them, but staff have the final say if you actually find one. And as it has been reiterated previously, they are no walk in the park to find, literally.
