I would be updating the shop, but since the time I updated those people on Earth when I wasn't supposed to, I haven't been sure what's been happening.

Anyone that has Earth as part of the title, only those in CIA and with special permission may but things (I think that is only Selipa) there. As for ones with any other planet headings, they can buy things, so, you may want to stick with only updating Vegeta, Namek, Mercy, Arlia, and Frost if you aren't sure.
These are all the ones that need and can be updated: #1, #2, #3, #4, #5, #6, and #7.
Just make sure you remember that some of them have gained zeni. >.>
