For spars the RPers decide who win and they are both rewarded, for fights staff decide.

Pretty much everything Tapion said. Just find your opponent IC, and start writing your sparring roleplay. Once you guys feel like finishing it up, go ahead and do so. The winner and the loser does not really matter, as the rewards are based on roleplaying ability only. Spars are very informal. The only real staff interaction is if someone is excessively god-modding, and to grade the spar.
Fights are more formal. Staff decides who wins, who loses, what happens to the loser, etc.
