they most likely have not yet been added to the roster due to Staff being busy.

well I don't know if 13 is taken or not, but it never hurts to apply for the charcter, if it's taken you just have to choose again that's all.
oh and yeah, I've gotten pretty quick at replying in this forum for some reason Bujin.
