No. You get 14 as basic, then 200 Det adds 2 for 16, then weighted armor for 17. Or you should have sixteen. Pretty much, it is fine. o_O

You should have 16.
13 (Basic) + 2 (200 Determination) + 1 (Weighted Clothing) = 16.
