When the staff says so.
We have one set so its spread over all the planets however that is not saying there will be one on every planet. Just depends where people RP looking for them.
you RP looking for them. If you RP well enough you get one.
Im pretty sure its to the death.

Reijin answered the first question and said he didnt have s specific time or date. about 2 months but when they come back yo uwill know. They have to recharge you know.
I think you can RP finding one but it takes ALOT of RPing to get it.
Staff decides if someone dies or not. SOMe c an say they would fight to the death or something like Rei did i guess. But i think you can knock them out and take the DB.

You gotta post up a few Reijins and then hope like hell that staff likes you enough to give you a DB.
I think you need a dragon radar if you want to ever find one. And lots of Reijins.

Yeah, Dragon Radar or Ki Sense 3 are a requisite. If you don't have one of them, you cannot find a dball (though you might be able to steal someone else's ... I dunno).
They sometimes give them out in staff sagas for rewards. Or, like Waff said, exceptional roleplaying.
