I figured I'd ask it in here since my question is relevant to the conversation, after you get an additional 50 intelligence are you required to make up a new move or can it be an existing dbz move.

It can be an existing DBZ move. Note, however, that not all DBZ moves will be accepted. For example, Buu's Genocide attack is not allowed.

Anyhoo, what would Time Freeze, like, encompass? Can we actually freeze time for a set period, and what are the limitations?

Time freeze, in most cases that I've seen it here, is the version that Guldo had from the Ginyu Force. When you hold your breath, time stops. When you let it out again, time resumes. Of course, you can't god mode it, or you'll be in the shit.
