I don't think theirs any "set places". If you're good and don't deserve Kaiou-ken and Genki Dama, you go to heaven. If you're evil and don't deserve them, you go to hell. If you do, good or evil, you go to Kaiou-samas to learn them.

Good/Evil - Kai's Planet (very few, depending on how much you deserve it)
Good - Heaven, depends on recent deeds. I would personally send Mino to hell for his actions, obviously, but that doesn't mean that if he's shifted his character that he'd never make Heaven.
Evil - Hell.
Gray area characters - Heaven/Hell depending on recent actions.

Yea. I remember Borgos awhile ago went to Hell cause he died murdering someone. He was a good character, just he had a really mean death
