1. Can a person run a personall RP that (for a time) effects the place he is in?
2. Can Kaiousamas students still get revived from Grand Kais?
- If yes, does one need permission from a staff member to travel to Grand Kais and pay Baba for the revival?

Depends on how much you plan on affecting.

Huh?

Well, if I remember correctly, King Kai can put a good word with Grand Kai so Grand Kai can allow Kaiousamas student to come to his planet and ask Baba for revival. Does that mean that you require staff permision to travel to Grand Kais in order to do so?

You don't go to Grand Kai to ask for revival o.O

No, you misunderstand me. The words "can put a good word for you" might mean that you won`t neccesarilly be allowed to come to Grand Kais planet. Does that mean you have to get staffs permission in order to go to Grand Kais PLANET and ask BABA for the revival?
