Are you allergic to... fiber glass?
Either way, for your entire body to itch, not only would you have to be allergic to fiber glass, but you'd also have to somehow manage to rub it all over your body.
Your skin is probably irritated. Most likely, you got fiber glass on your hands, and then put your hand to your neck. It irritated your neck, and then you rubbed your neck to stop the irritation, but that only made it worse and caused the fiber glass to spread more widely on your neck. Shouldn't have been too hard to get it on your arms, either.
Go take a shower, preferably one with a lot of pressure to it.
