Wouldn't some villians have that cool, badass type thing going on where the guys are going 'Fuck yea'? So not necassarily all evil guys would have really low popularity.

Well, the crazy guy on Battle Royale, Kiriyama I assume, was a fan favorite. People were rooting for him to kill everyone.

But Rei, at the same time, Kiriyama was one of the only people who were 100% comfortable with killing people. In this game, everyone is already a formidable fighter
