Let the Dutch have the spotlight. It will be all the more a shock when the norwegians conqure the known world with thier mighty penguin overlords.

How do I expect the Dutch to take over the world? They simply go "Hey, yo, open house party in Amsterdam. That's right, weed is legal here. Our entire city is going to be lit up for the day."

Half the world attends Amsterdam, effectively zoning/stoning them out for the next two weeks while the Dutch simply erect their own defenses around Amsterdam to trap everyone inside, then just populate the rest of the world again.
