I read through all of the first drafts and PMed my opinion of them to you.
As usually happens, the due date has suddenly been thrust out.
That's right, I no longer care about a second draft. I want to see the final product so we can get this going. For any that have turned in a second draft, more power to you for being ahead of the game. For those that haven't, tough shit.
Goku Jr is still allowed one more entry by the due date, however, if I do not recieve it by then, I will take his previous entry as his official final draft. I'd like a response from him acknowledging this if at all able.

To keep from someone stealing ideas from each other, I'd like to wait until all submissions are made before I reveal them.
In actuality, there were a couple that seemed to be almost direct copies with a few numbers changed around. I'll get into that after the finals though.

It's now 1:45 AM Sunday morning. I gave some extra time, but recieved nothing for it.
I will be counting all applicants as having submitted their finals and will be grading them as such.

Fighting style: (Pick a fighting style. Try to leave it to a couple words or so.)
Starting Planet: (Earth, Vegeta, or Namek)
Three Best Moves: (Pick from your favorites from the series, or make up your own. Keep in mind that any custom moves are subject to rejection by the staff.)
Roleplay Sample: (You might ask why this needs to be here if you already had to write a character background. That?s because custom characters are a privilege not given out lightly. So, show us you?re willing to put in the time and commitment to develop this character. 300 words minimum. This roleplay will be under harsher criticism than one for a featured character.)
Races: By choosing to be a custom character you?re admitting that your character wasn?t strong enough to play a role in the series. As such, you?ll take a hit to your stats; depending on how many customs have joined before you. This makes sense as there can only be so many powerful warriors from any race. All decreases stack with the decreases gotten by switching characters.
Nontransformers: Whether alien or human, these beings are more numerous than the other races. As such, custom characters are more numerous in this bracket. However, the slashes to stats remain the same. The first 3 to join will take a -25 stat hit. The next 2 to join take a -50 to each stat.
Androids: These mechanical beings are strewn throughout the DragonBall series. However, the limited number means that they are rare. Only 1 custom android will be allowed, at a -25 per stat penalty.
Changlings: These are aliens, or other creatures, that change their form as they grow more powerful. They needn?t be of Freiza?s race, but they do need to transform into different forms. The first 2 to join will enjoy a -25 stat decrease. The next 1 to join will be at a -50 decrease.
Nameks: A peaceful race that keeps to itself, it?s hard to think that any would become a warrior if they could have peace instead. Still, there are exceptions. The first 1 to join will have the -25 stat penalty, followed by the second who will take the -50.
Saiyans: The rarest species in the galaxy, and also one that most wish to join as. To control the racial balance, only 1 person will be allowed to join as a custom saiyan, with the -25 penalty.
Lastly, MIA should remain as it is. People will want these custom characters, and if the slots fill they?ll need to feel that there?s a possibility that they?ll open up again. ^_^
Blue... Yours was very... Simple. It was organized, but it seemed like something typed up fairly quickly. In most cases that is ok, but this was what I had to accept as a final draft. I feel that a large amount of your categories needed more to it. Honestly, I had a hard time reading through this until I reached the second section of it, beginning at Races.
Your method of penalizing the joinees for their customization is a slightly different idea, but would require a large amount of work on the part of the staff in order to keep up with exactly how many people are customs of a race. This could be solved by the use of a Keyword on the roster to search for rather easily, however in execution... I don't really like the idea of the penalty changing depending on the number of characters of that type. Not in a rigid way as you did. What would obviously happen is that the maximum penalty would always be in effect. The lower one will only matter as soon as this kicked into effect.

Yet another rule. On that note, a custom character born into the CDBZ world musn't interlude or make any unreasonable changes to the storyline. The fact that every character on Chubbs has to play in that same universe should be enough of an incentive for you to abide by this rule, so don't rest assured that your character will be allowed to join the RPG stating he lives on a planet just left of Namek, and that it is the biggest planet in the system, so on, so forth.
As far penalties come into play, it isn't beneficial to scare people away from choosing a character they would adore to build on. A watered down penalty is a good way to make sure that they understand how important it is to choose a character of high request. If the penalty on one race, a race that isn't selected very often, was less, then it would add to the amount of members who want to join as that breed of warrior. Although members wouldn't exactly think highly of a stat deduction, there are other ways to guarantee that the amount of members for one race abbreviates from becoming overly popular.
A customized character, is completely sketched out by the creator and therefore everything about them should be original in the member's head. But as custom characters are ninenty-nine percent made up, they need something to back up that fact. Having your own image and appearance is what I mean. If Android 17 was currently taken on the roster and someone wanted to join as him, with custom character availability, they would have the chance to make an android with a bandana hanging around his neck, blue jeans and long, straight jet black hair simply because they had been denied 17 as a character. When making a custom character, it should actually be custom, and not based entirely off another character.
Transformations: Racial transformations such as transformations for Transformers would take almost twice as long to acquire. With the exception of the rare racial transformations such as Super Saiya-jin due to their already expansive time requirements. Although, if you roleplayed at high standard to gain such a technique, you would be classified to gain it at normal requirement time like the other members, but only if you roleplayed at high quality.
Capacity on amount of players per race:
Android = 0/10
Namek = 0/10
Changeling = 0/3
Saiya-jin = 0/5
Human = 0/10
Transformer = 0/5
The MIA system is a system that allows staff to keep an eye on who isn't roleplaying at the time. Characters from the show, are always in good hands unless the person whom is playing them mysteriously goes MIA, then there's a problem, because they stand at risk of losing their character for falling inactive. But with custom characters, that wouldn't be an issue, because they aren't in a position where they need to be available. So bringing in the member in-activity scheme would only plough the custom characters setting into destruction.
Goku Jr... Your post is a lot more elegeant writing, and a bit easier to read. I really like how you explained yourself on things with the descriptions about not taking a custom character and ripping another just b/c you were denied on a guy. I like that you incorporated in that they would need to actually work with our universe and your way of looking at why a penalty should be done and how. In the end, I actually found yours to be fairly thought out, and despite this being your second draft period, it still seems to be fairly complete with what I am looking for. I very much like your viewpoint about MIA and custom characters. I share the same opinion although there would still be some form of purging, just on a far more distant basis; six months or so.

Violet... You took your presentation to another level. I don't mind this, but I don't want to use this as a major advantage as not everyone has access to this. Knowing that you understand this, I wish to delve into the actual information. I like how you bring the members in with a very personal style of writing. It helped to keep my attention greatly. I like your way of increasing the beginning requirements for aquiring a custom character, along with your method of the penalty based on density without an actual cap. However, your information did seem to be copied from others work at times. I'll make the assumption that the previous event was team based although it is still an advantage on your end that others didn't have. As far as the chart for racial abilities and penalties goes, I like that. I disagree with some of the specifics and numbers, but the idea itself is a very good one.
It adds a 'flavor' to the race and keeps it from being "holy crap I want a saiyan just because". I feel that your MIA rules are a bit overly strict, from the viewpoint of knowing the reason that MIA is in place in origin. Do you really feel a need to clean people off of the roster without needing that slot open for other people? However, I can see having some method of cleaning people off as well in order to keep the penalty from being capped out for no reason. Finally, I really like your tips section despite the fact that we both know that no new member would ever read anything on there other than the link to the Join forum.

I've come to my decision. First, I would like to apologize for the wait. I have already spoken to Burter via PM about some issues and my method of handling it, and this will be my last Idol until I have some things taken care of. I didn't want to rush this, as it is very important to some people. I know it took a while, but I hope you understand that I wanted to leave you guys with the understanding that I DID read over it, and didn't just judge quickly, but rather actually gave your entries the attention that they DESERVED. Continuing into this round, I could have taken the easy route. I could have made my decision a loooong time ago over the fact that Silver was eliminated early. I could have just let that go, but I wouldn't feel right about those that put in the effort. However, I do know that I can still just judge that Silver is the only elimination and that you three are safe from your effort.

I'm sorry, but Blue, I don't feel that you put enough into this. You told me in advance and that really helped you out. I gave you the opportunity to do what you could, and you did. I really appreciate that. However, when compared to the others, I can't deny the large amount of things I was dissappointed in.

Violet, I knew in my initial view of your entry that it was something very different from the other applicants. You went about things in a fairly different manner that greatly grasped me and left me rather impressed.
