I didn't realize Vegeta was an NPC at first, hence the name, but Cell was on the untaken list, and he's cool.

Role-play example:
Cell stood atop a skyscraper in the bustling city, looking down. Do much power, in all those frail forms moving below. So much power that was his for the taking. Stepping forward, Cell began falling from the building, head first. As he hit the ground, the sidewalk collapsed beneath him, several humans falling into the hole.
A crowd quickly gathered around, looking into the darkness of the city's sewer system through the gap. A police car and an ambulence arrived at the scene, pushing through the mass of people, jumping into the hole to check on the people who'd fallen. As the last of the police hopped in, what appeared to be a large, green tentacle whipped out of the darkness, pulling the officer in.
As the gathering of people stared into the hole, hoping for the sound of valiant gunfire, the cover of a manhole behind them slid open, Cell's tail slithering out. Stabbing into the nearest humans, Cell began feeding on them as well, a pile of empty husks slowly forming in the filthy sewers. Suddenly, the crowd noticed as one of their number was stabbed and drawn into the darkness.
Hearing the screams, Cell burst through the street, sending people flying. The fleeing humans stopped, and a silence came over them as they stared at the android floating before them, a human still dangling lifelessly from the wicked tail. As they looked on in horror, the body of their kin slowly shrank, the flesh pressing ever tighter against the bone as his energy was sucked out. Cell crossed his arms, and threw the empty shell through the air.
As the window of a coffeeshop shattered as the result of the drained body's passage through it, the spell was broken and the people began to run once more, screaming in terror as Cell flew over them, his tail stabbing amongst them and draining power from them, laughing all the while.
