First off:

As this will the last pre-turnover competition (there may be one more saga, but it won't be a contest), you will be using your canon characters. However, stats will not play a part in this game. It's strictly strategy and writing ability

This might be your last chance to really have fun with your canon! The next DA isn't until 2008!

If stats do not play a part, does that mean powerups mean nothing either? Or will advantage be based solely on the tier system?

Power-Ups can still be used, but no, they won't be giving an advantage (this hasn't been solely decided, so don't quote me on the power-up thing).

The idea is that since we're moving into the turnover in the hopefully not too distant future, I want this to be one last chance for us all to just let loose and play the game.

Stats will again play a part next year, after the turnover, so I'm going to suggest if you want a fair writing/strategy game, play this year

So basically power-ups will be RP fodder. Used to write a better piece, like the Super Buu vs Minoshia fight.

Again, I haven't totally decided on what I'm doing with power-ups, but that's what I'm leaning on
