Appearances
Has pure white hair that falls at about chin-level and blood red eyes. Stands at just a little over six feet tall. Has a short, sharp nose. Wears the "Navy BLUE" operative uniform, which consists of a navy blue jacket, a black undershirt, and black pants. He also keeps a wakizashi (short sword) on his side at all times.
Personality
While Ruhiel is an android who has been designed to have a human-like personality, he acts as if he lacks one. He cares little for his capability to feel like a human. However, Ruhiel is fond of using his capability of being a smartass, and will use any opportunity that is provided to take advantage of this capability.
Possible Reactions
As Ruhiel's "employment" under BLUE involves the assasination of targets on a global scale, Ruhiel finds death and blood to be a part of his daily life, and will likely be unaffected by deaths around him. However, he does have the capacity to feel and act "human." While Ruhiel chooses not to use this capacity, it can still affect him if the situation becomes too intense.

Fighting Style
As an experienced assassin, Ruhiel will prefer subterfuge over direct confrontation under all situations. When finally pushed into combat in the open, Ruhiel will rely upon his specialty of high-speed combat, sometimes drawing his wakizashi for a surprise attack. If the situation calls for it, Ruhiel will use short bursts of his power to activate "Mach," his specialty technique which allows him to attain supersonic speeds and use other techniques as well. When fighting, will often only engage an opponent in melee combat for a very short period of time before disengaging, repositioning himself, and then charging in from a different angle. However, if he cannot use his speed to his advantage, Ruhiel will use his Repulsor manuever to keep his opponent and any small-scale ranged attacks away from him while he blasts his opponent from a distance.
