In order to go to Lord Vine's, which is on the moon of Vegeta-sei, you need either a ship or a rebreather. And then you need to convince him to not blast you to hell and make him teach you the tech.

The alternate method is to wait it out on Vegeta-sei, doing a few quests of medium to high difficulty, and then get a staffer to deem you worthy, by which you'll know as an NPC should show up and teleport you away to the palace where you will then be taught.
