No. You just RP for 'em, they aren't meant to be bought unless it says so right in their description, like the android upgrades and bio suit (they are on par with power-up techniques, at least).

Why the hell would you want that? Everytime you use a technique you lose training points? Seriously man... that's one of the worst ideas I've ever heard.
