How would you go into the Chamber of Spirit and Time? I mean, I need to be on Earth about a week longer because of this saga but when I am, how would I do that?

Yes, but don't expect to get in, you'll have to have a good reason.

You actually do need a reason of some sort. You can't just use it because you want to. Rather, you're not supposed to be able to use it just because you want to. If you RP saying that you just want to get stronger, expect the answer to be "no." Also, please make sure you've been on Earth the appropriate amount of time.

In theory, yes. The Cell saga is a good example of what you're talking about. If there is a larger-scale saga currently going on, then that might work as a reason to train in the ROSAT.
