Oh yeah. Kaios and stuff aren't allowed, either. The Supreme Kai and all the other god figures are NPCs. Ditto with Dabura. He's basically the DBZ equivalent of Satan, so he's kinda gotta kick around down in Hell.

Probably hurting other demons and stuff. My guess is he's a pretty mean dude.
