I dont think anyone has the capability to make something like that. It would require lots of programing skill, something which I doubt anyone even of staff has. And even if someone does, its completely unneccesary.

I wouldn't be surprised if its a plug-in that could be thrown into the board with just some modifications.

Regardless, like Koola said, that would be a horrible waste of time and bandwidth. I mean... holy shit... even I'm not too lazy to click a link and see there are new posts.

It would actually cause your internet to work slower because it would constantly be updating. As opposed to making a link to the main forums a favorite.
