It's not just a matter of approval. The guys behind the reset wanted X-Men with a DBZ flavor.
Of course, given some of the characters and their powers here, the 'DBZ flavor' doesn't matter too much apart from the race selection - and really, the races don't matter much, either.

As much as I like DBZ, I'm all for power downscaling. I tried to explain why, why letting players blow up planets MIGHT be able to be done, but would be a ridiculous pain in the ass, but honestly I don't think that should have to be explained.

The way I feel about this is thus: If you think you need Staff Approval... then ask. If you think its going to be something that could affect the RPG or something you want to be huge, then I really think you should ask.

I just really don't like limitations. Didn't ever plan on destroying something important, so I like the whole just ask thing. XD.

The way I always saw powerlevel in DBZ is that a person with a powerlevel of 100 had approximately the strength of 100 average people. Kind of like horse power. So while Raditzu and his nigh-infinite PL could conceivably destroy a world, anyone with a PL of say... less atleast a million would not be able to. I rationalize this by guesstimating what I think would be a reasonable number of individuals to perform a task.
That's just my logic on the whole thing. So while a starting character with 350 PL is indeed formidable to the normal man, he or she could perhaps push over a tree or throw an automobile. Since I can't be bothered to see what is our current PL leader's strength, I would assume it is still well less than a million. Probably still at a level where decimating a city would take more than a single blow too.
That'd be good and dandy if we CA = PL. Which, it might, but I didn't think it was a direct link.

CA is not PL. Same concept, different metric.
