Hildegarn is not a selectable character because, quite frankly, he's too big.

Dabura is an NPC, as you would see if you looked at the website

Babidi | Bulma | Burter (Retired) | Chiaotzu | Gotenks (NPC) | Guldo | Hatchiyack | King Chapa | King Vegeta(NPC) | Kiwi (Retired) | Mighty Dabura (NPC) | Pigero | Sauzaa | Tao Pai Pai | Vegeta Jr (NPC) |

Everyone without NPC or Retired next to their name is available. If you are not happy with these, you can pick a lesser known character if you can find one
