As far as I could find out, it is fan art. At least it comes from a Fan Art site.

It looks like Fulcan from Vision of Escaflowne. I havn't seen the show in ages so I wouldn't know for shure. I do know that he had short hair, but can't remember if he had long hair in the begining.
If I were a creeper I would hide in... your closet. Or under your bed, you know, depending on the weather.
