Plus Kefka's also that "amusingly evil" sort of insane. Instead of the "depressingly demented" insane that everyone else is. I mean... shit... the scene with him descroying the world, then giggling like a little girl is gold.

Did Vegeta ever reach SSJ2? I didn't think he did, when he fought perfect cell he got thrashed, but Goku SSJ2 was almost as strong as him... God the power system in DBZ was stupid.

Vegeta achieved SSJ2 when he got turned into a majin. We assume he retained the ability to do it, since I'm pretty sure he used it when he returned from Hell.

As far as I knew, After elder Kai he couldn't go SSJ...until he stopped training and lost the unlocked power Elder Kai gave him.

It really wasn't specified. I assumed that at first he didn't need the extra power, and afterwards, when Buu absorbed Gotenks and Piccolo.... well, I dunno.

If you're referring to DBGT, don't. For the love of god don't. At the end of DBZ Gohan was the single strongest fighter. Since the Elder Kai broke down and completely reconstructed Gohan's ki, along with his half-saiyan bloodline, there's no way Gohan should have become weaker than anyone. Weaker in general, sure, but he'd still kick everyone's ass.

And yeah, he lost the ability to transform after Elder Kai.

EDIT: BTW, Vegeta unlocked SSJ2 in the time between the Cell Games and the Tenkaichi Budoukai in which Goku came to the living realm. They simply never showed it in the anime, which was hella confusing.

EDIT2:

Mystic Gohan > Majin Vegeta > Cell Games Gohan > SSJ2 Vegeta > Buu Saga Gohan

Nah Goku was the strongest at the end of the series. It was stated twice that Goku's fighting potential was limitless, and even Vegeta admitted he was number 1. While Gohan was the strongest at the end of the Buu Saga, we all know that Goku is number 1.
