Yes, you can all now upload your own avatars via the User CP. However, none of the old rules have changed. Your avatars should be a maximum of 120x120 pixels in size and they should have something to do with your actual character. For those of you with an OOC account, use whatever avatar you want, so long as it is appropriate for the general viewing audience.
Failure to comply with these rules will result in warnings, so please just don't be idiots about this.
