Turles posted saying he would gone, but it has in fact been over 2 weeks. I'm not sure if I can just give him to you since we had a notice.

Apparently, he left because of family issues. Perhaps I'm biased, but I think that warrants an extension to the inactivity rule?

He gave us advance notice, so he's fine. Only time its not is when an extremely long period of time passes without us knowing how long it will be in advance. Ala "I'm going to be away for three weeks due to surgery" and then 4 months later we finally give the character to someone.
