5 People have IT and 2 have Kai Kai. And Kai Kai is a magic technique so you can't block it regardless.

In the show, Kaioshin used Kai Kai, as he never teleported to a person, he just flashed around in different locations.

Really, KK can be considered stronger than IT (or at least from me, an IT user) but you have to learn how to use it correctly. Many times KK is easily god moded.

You can't use Kai Kai to get on/off Earth in this saga, for the sake of fairness. It's not fair on the people without Kai Kai, so just consider Earth the same as Dante. Nobody gets on or off without staff approval or as part of the storyline.

You can't block Kai Kai, that's it's special ability. That's what makes it better and balances the fact that people with IT can take like 5 people with them.
