1. No. The point of the -25 to all stats is to discourage people from switching characters and to encourage people to get into creative RolePlaying. Your character is whatever you want them to be. The only thing you're being limited by is your physical apperance. Nothing else changes by switching characters.
2. We tried that. While it makes sense, in theory, the practicality of it is that we then have to remember how many times each member has changed characters. Not a particularly reasonable task to ask of us.
The NPCs are on the roster to save us some time and effort. Making changes to the roster is a more involved task than you probably realize, and definitly not worth the effort just to save a bit of confusion. I'd rather type "He's an NPC" in someone's join form a couple times than have to get the roster sorted out.
