[Question] About quests

Usually if someone is already doing the quest you can not start it, you can ask to join in with their permission on the other hand. And on the topic of can you improvise on the boss ect, I would have to say yes from my understanding of the rules, it is your rp revolving around you completing the quest, so you can basically make the NPC's in the quest what you wish, give them abilities and such, but try not to make them over the top :].
