Is it cool if I change my character base pic to Tousen from Bleach. I'm also going to change around his background, race, stats, name etc will be the same though.

You have quite an eye. Victoria is correct. It's a character change if you alter stats, race, and set it stone things such as those.

Is it still a character change if a person followed a story-line that revealed to them a truth about their past, their origins specifically? Say a character roamed freely believing themselves to be half orc, half icer prior to the knowledge, then were informed they were lied to and were actually half orc, half reptilian or something, would that too be considered a character change? If they changed the race that wasn't dominant, that is.

That would be fine as long as there wasn't a dramatic appearance change to go with it and it was planned/announced OOC ahead of time. Otherwise we'd have to deal with people going 'I changed my mind; he's not saiyan, he's human!'

Like, if your guy is 7 feet tall and green, and after the revelation is 5'5" and white with purple horns or something, we're gonna say no.

Well, actually, we'll say something a lot more colorful, but then we'll tell you no.
