Sounds like it was just the chat service that got hacked, and they used that service to send all the random alerts.

A Riot admin account got phished, so a few people got some elo adjustments, some name changes and some got banned. The bans have been reversed but it appears Riot has some issues reverting the elo change, hence why pobelter is now 9999 elo.

I was just mentioning it because of the odd ones used in the Leona spotlight. I think the Kassadin one was new too, but I wasn't paying him too much attention.

So, it would have been really cool if Riot had made it clearer that your ELO deteriorates over time.
Also note: Do not play a support champ when your ELO is low.
