As opposed to targeted abilities. All of Ryze's abilities, for example, are targeted. You don't have to aim them. They will automatically connect once cast. The upside is that you can't miss.
The downside is that you must have vision, and thus, they can't be used to check bushes, or around corners.

So after looking at some of the items, and looking at some of the builds, I still see some people mentioning items that are good for characters but aren't in recommended guides. How about some insight into a few good combo items and why? =D
Also, is it true that you get more IP the more gold you finish with in your stash? Also I know the longer the game lasts the more IP you get, but what else is taken into account?
Do normal games give you more as opposed to bot games? How about XP?

If you see some really good in depth guides you'll see people talking about a VAST array of items.
The thing that most strat guides don't tell you is that both build order and items that you choose to build is that items are pretty situational. There isn't like ONE build order for a champion. You build items that are appropriate for the other team, your team and the things you're trying to accomplish with that character.
This is like, one of the harder things to learn and you'll only really start to get it when you have a pretty damn encyclopedic knowledge of all the items, what they do and the types of things you're trying to build for on a certain champion. I've only very recently gotten good at changing/adapting my build order for ONE champion.

It really completely depends.
Say you're getting your ass blasted out of lane. You might consider getting some Armor (if they're blasting you with physical damage, like auto-attacks or some sills), or Magic Resist (if they're blasting you with magical damage, as with most skills), or Health (good against all damage types).
That narrows it down somewhat. What next? Well, what ELSE do you need? Let's say you're playing Ryze. Ryze, if you don't know, scales off mana (he scales off AP too, but ick). More mana equals more powerful spells. Let's say you're getting blasted out of lane by an aggressive Ashe, who is whittling you down with auto-attacks. You want armor. It so happens that there's an item that gives a good amount of mana and provides armor AND provides cooldown-reduction (which is straight boss on Ryze). Glacial Shroud. Get it. Problem solved.
Let's say you're playing Rammus, and you want a bit of a buffer in the beginning against a lane with an AP champ and an AD champ. You scale off armor, sure, but you also know that you're not going to be getting many last hits. Heart of Gold is a great option for him. The health bonus isn't face-melting, but it is something, and the gp/5 will add up. Plus, it builds into Randuin's Omen, which is a great item for him.
If an item is only helping you in one very specific way, look for another item that helps you in two ways.

Basically what you need to do is understand how the stats help you with certain champions. Each one of the in depth descriptions of their abilities will detail what they use.
When you're using your own abilities, you need to know how to make them work better.
When you're reacting to somebody else's abilities, you need to learn how to counter them.
It gets pretty easy to learn what we're talking about the more you play. Just try to pay attention and think about the way the underlying mechanics work and you'll get there.

After a game on the upper left , right below the First Win of the day timer, theres some new IP/XP reward reset thing that seems to keep the same time. What is that?

Depends on the champion, but in general you want to avoid all chances of you dying. It's hard as a new player to do it correctly (as you don't know the damage of champions abilities and thus don't know whether or not he can flash + ignite + ability you to death), it'll be something you'll learn to be better at as time goes on. Until then, just play carefully.
If you have some specific champions in mind, feel free to post them and I can try to give a more detailed explanation on how to play those defensively while still being somewhat in the game.

Revive is generally seen as atrocious. It's cooldown is the highest of any spell/ability in the game, and is really only useful in the later stages of the game, when you should be teamfighting anyway. Much better to take a spell like ghost or flash, which can help keep you from being killed, but can also be applied offensively, and have a shorter cooldown.
Teleport, however, is great, and every team should have one.

I'm a fan of teleporting back into a lane with 400 extra health, increased movement speed, a new item, and a weak champion that got trolled into thinking he "pwned a n00b". It's not feeding if I get a kill in return, and in many cases, a turret.

I would put it as a list of priorities:
1) Your champion's health
2) The turret in your lane
3) The turret in other lanes
4) Your lane-mate's health
Your lanemate might be a complete moron. Don't fight just because he/she wants to fight. Most of the time you will just end up weakening yourself to the point that you have to leave the lane to heal, or die. There is plenty of time to kill enemy champions when you have breached their defenses and have the level/items/buffs to actually be effective.
