If by permanent you mean it can be maintained, then all of the power-ups you said are, they just need to be mastered before that is possible.

All powers are temporary boosts. You turn them on, you get the boost. You turn them off, you lose the boost.

Last time I checked, Androids can stay powered up as long as they want. I know 18 roleplays herself always charged

It all depends on how you want to roleplay it. I know Cell did the same thing I think. If you want your character to be permanently powered up once you have attained (and mastered) it, there's nothing really stopping you.

Didn't Goku master it well enough to stay powered up for a long time?

Anyway I don't stay in RAGE all the time, sometimes I just forget to RP powering down. 17 and 18 do have unlimited energy, though, but I don't God mode it.
