So, I was actually making another character (Water-based, this time; I love being thematic) and still was a bit unsure of how to cost jutsu. I get that most of them, if they require an element, are going to be really cheap. I just wasn't sure where you were drawing the line for the "power" part of the jutsu. So instead of trying to use abstract examples, here are the four jutsu I was going to give the character:
Projectiles of Water Technique - This turns water into either a shuriken or kunai. The shuriken are faster forming, but less effective than kunai, but kunai take a couple seconds to full form. Requires actual water.
Dragon Tail Technique - Using a supply of water, the user creates a single whip of water with a sharp point at the end. This can be used to either whip or stab an opponent. Requires actual water.
Vortex Shield Technique - A floating disc of water is created in from of the user. This disc then begins to spin at extreme speeds. Though anything can pass through the water, the spin is enough to throw projectile weapons off-course and the shield itself can be used to defend against certain elements (I was thinking fire and lightning). Requires actual water.
Grand Waterfall Technique - This is the attack that Kakashi used to beat Zabuza the first time they fought. It creates an immense torrent of water that blows away the opponent. It seemed to be pretty uber in the anime.
So there we go. I assumed those would all cost 1 point, but then was unsure about the last one. And I was actually going to try and push for the first one to be free, or E rank; the idea was that instead of carrying around tools and weapons, the character would carry around a bunch of water (similar to Gaara, now that I think about it).
I also wondered if "requires actual water" was a sufficient flaw for "flawed" water jutsu.
