I don't think there are any E-rank elemental skills. At least I haven't seen any. Since ranks are attributed by performance difficulty I'd assume that anything using nature manipulation would be at least D-rank.
Water techniques have the built-in characteristic of requiring a water source, with exception for characters that have water affinity being able to make water from pure chakra, so that can't be a separate flaw. Sorry ;x
The water projectiles would probably be a free skill. The closest canon jutsu I can match it to is Gaara's sand shuriken, but there's no official rank for that. I'd just say it's D-rank and call it a day.
I wouldn't allow the vortex shield. Flying elements are restricted to godly bloodlines and other overpowered abilities: Haku's ice and Gaara's sand, Sai's paintings and Deidara's figurines. It's just that the ability to fly (even if it's just the element) can become so unfair that only a few major characters get to use it, and even then it's only when it will directly suit the plot. Also, there's already a defensive water jutsu, and although I don't think it's ranked I'd say a non-affinity version that uses normal water is C-rank, an affinity version that uses special chakra-water is B-rank. 1 point.
Since Grand Waterfall is a canon jutsu it's automatically permissible. 1 point. Good luck inventing a decent flaw without ruining it, though :E
