Found a clip of this jutsu on youtube and it's as ridiculous as I thought it'd be. It'd have to take a few major reductions just to make it plausible for the RPG setting.

-it's penetration would be very low.
-it's normal range would be restricted to a couple of meters.
-only a few whips can be launched at any given time.

Errr... I get the feeling we're thinking of two different movies. Did you see a clip of the water whip thing in the Shippuden movie? That's not what I'm talking about. I can understand the confusion, though, since I kind of played off the name.

That's closer to what I'm talking about. Alternatively, you could think of it like a single of those pokey-whip things from the Shippuden movie.

The idea isn't to make a super "i win" jutsu, but rather something with more utility that could be used on a regular basis during a fight.
