Arg, this ah-neh-may stuff is confusing me. I'm tempted to ban it all simply to convenience myself, but I guess then you'd complain about me being a manga purist a-hole. It's times like this that I wish Josh wasn't lazier than I am. ;_;
Okay, I've tubed it up and seen it in action. This one isn't anywhere near as obscene as that other one, and assuming you're not talking about yet another water whip jutsu I don't think it really needs to be changed to fit into the RPG. Let's call it C-rank, 1 point. I'll only add that the whip should break fairly easily when it's damaged and falls apart instantly when it's dropped, just like other water skills.
