By training, I'm assuming you're referring to the training program whereas you distribute your stats. If so, then actually, you can train whenever you want, no matter what you are doing in the RPG. If you have 14 points, you can use them anytime.
If you mean training as in roleplaying this big training session that involves your character doing some sort of training with himself, then no, you can't do that while particpating in Burter's saga, or anyone's saga/storyline for that matter.
