You have to realize that games journalism is one massive joke. Hype, pre-expectations and random whim of the reviewer tend to have a large affect on score. God Hand did not fit into any mould, because it doesn't bother trying to be pretty or have a good story. It's the most unpretentious game I've ever played. It doesn't try to 'fill out' the levels with puzzles and other shit; from start to finish, you are just killing things. A lot of reviewers see that as a bad thing, anyone with a teaspoon of logic realizes it's just cutting the crap. Its plot is one giant self-parody of the action genre, complete with poison chihuahuas and robot ninjas. It's deliberately B-movie. Again, reviewers apparently didn't get the joke.
I mean ... it's directed by the guy who made Resident Evil 4, and designed by the same guys who did Viewtiful Joe and Okami. The guy from Phoenix Wright produced. Anyone who thinks the game isn't exactly what they meant for it to be is nuts.
See here for an explanation that's biased but does do well at illustrating how reviewers constantly contradict themselves and seem to just be raving a lot of the time.
This describes my experiences with the game pretty well, once the combat 'clicked':
