When you make a custom tech, it's good practice to remind the judges that you have other techs that might give you a discount. Sometimes you'll get it, sometimes you won't.
As for there being a uniform discount, it wouldn't bother me one way or another. I just feel like I should get one, since other people who don't have combat teleportation can get this technique.
Usually, you can't get a Ki-based custom tech unless you have ki control. In this case, a random person can have travel teleportation, even if they can't teleport rapidly in combat. I feel that since I do have the 'base' ability, I might be permitted a slight discount.
