So, I'f someone has less than 60% of my troop size, I can't attack them? Or is it 40%? Cuz I just attacked someone with significantly less troops than me.

There did you get those numbers?

It is supposed to be that you can only attack people within 10% of your population, but I think the tool-tips are backwards and you can attack anyone within 90% of you.
