Yes and no. The intent was always to make it so you could only attack people within 10% of you.
The problem is that some of the tool-tips in the control panel of the game (I spent my fair share of time poking around it before Tim's game started) are worded pretty poorly. When Tim adjusted the rule to be "you can attack anyone within 90% of your population" he thought he was changing it to "you can't attack anyone outside of 90% of your population."
This is the way the game was intended all along, at that was the way Tim described it a couple pages back. That's what "10% difference in troop numbers required to cancel an attack (was 1%)" means.
It has also been made very clear that changes aren't going to be made. So if anyone doesn't like it, my suggestion is to put your energy into getting over it instead of posting complaints no one will care about.
