In Fallout 2 you could horribly murder children. I turned one into giblets with a minigun because he pickpocketed me.
It's just difficult political terrain, and it's not universally accepted. I believe child killing was only available in the NA release for that game. That said, you did gain a really bad rep in-game for killing children. Leaving kids out is mostly developers too afraid of public backlash to include them.
At the end of the day, I don't get it. Taking the head off a full grown man is cool but if he's a few years younger it's taboo? That's nonsense. Besides, if the filthy urchins would stay out of my way I wouldn't have to paint the walls with their blood.
