Well that's what they are.
Through all these complaints, no one has actually considered that quest rewards go up as your Rank goes up. Stuff is supposed to seem expensive now because the rewards suck.

Now you're starting to get it. There's no reason to not make something a quest. I've tried to encourage that every single time Jobs or Quests have come into question. Don't complain just because you aren't doing that.
Now, the reason zeni isn't automated is to preserve a sense of objectivity. To reward quality in addition to quantity. That's also why there's a range for quest rewards. That's not going to change.
EDIT: We want to add longevity and the Job system does that. I understand that it's annoying when you want to do something right now, but we have to consider more than that singular concern.
