In the episode "Take Flight Videl" in Dragonball Z, Gohan is explaining how everyone has the energy within them. They just need to be taught how to bring it out.
From watching the show I'm going to tell you that energy was treated as a 100% meter. When transformed that meter slowly ticked toward zero and as each fighter exhausted themselves it moved more rapidly.
Gohan never explains in depth, but he does mention how Videl's experience in martial arts might have helped her a bit.
However, there are discrepancies that will throw us a curveball. In the episode "Enter Goku" he finally arrives on Namek and states that Krillin and Gohan's energy are near 0, which would mean they would die.
However later on in the series during the Cell Fight, Gohan was able to pull strength from hidden well's of power using the pain of loss..or just frustration.
The Buu Saga's were a little different as well. Having attained Super Saiyan 3, somewhere in the Series, I think after he returns to Other World, Goku explains that SSJ3 was harder to use on Earth than it was in other world. We assumed that it was because in the episode where Vegeta is resurrected during the Kid Buu fight, Goku mentions his body won't be as versatile. He'll have his mortal body back, thus being more vulnerable to injury.
