The article I read stated they had to prep the crossing. They had to fill in the ditches and shore up the incline so that the machine could actually get onto the road in order to cross it, and they just decided to close the highway to do all that work. And I guess I just didn't notice the saw blade before. Surprising I'd miss something like a Mr Handy blade attachment, but, whatever.
